French President Emmanuel Macron says that a deal to "avoid war in Ukraine" is "within reach" and that it is legitimate for Russia to raise its own security concerns to NATO. Macron will meet with Vladimir Putin in Moscow tomorrow.
General Khalifa Haftar, head of the Libyan National Army (LNA), refuses to sign a ceasefire agreement after talks in Moscow brokered by Russia and Turkey yesterday with Government of National Accord leader Fayez al-Sarraj. He says that the deal "ignores many of the Libyan army's demands".

A Ukrainian court sentences two Russian nationals to 14 years in prison each on charges of fighting alongside Russian-backed separatists in eastern Ukraine. Moscow contends that the two Russians were no longer employed by the state when they were captured.
Turkey says investigators found Russian-made ammunition and military communications equipment in a Syrian passenger plane heading to Damascus from Moscow. Syria accuses Turkey of aircraft piracy, says the plane did not carry the alleged equipment and challenges Turkey to show evidence.
