Russia warns the U.S. that a renegotiation of the Start treaty may lead to the pact's destruction.
President of Russia Vladimir Putin proposes to extend New START, the last major nuclear arms treaty standing between both Russia and the United States, "without any pre-conditions at least for one year to have an opportunity to conduct substantial negotiations".
U.S. and South Korean officials confirm that North Korea launched a test missile from the west coast city of Kusong. The projectile travelled to the east for 30 minutes and 435 mi reaching an altitude of more than 1245 mi before landing in the Sea of Japan, 60 mi south of the Russian city of Vladivostok.
According to a statement from Ukraine's nuclear energy authority, Yadernoye Toplivo, a private U.S. nuclear energy company, ConverDyn, could begin helping Ukraine in the production of enriched uranium, a day after Russia shut off natural gas supplies to the country after the two failed to reach agreement over Ukraine's unpaid gas debts to Russia.
At the same time, Prime Minister Benjamin Netanyahu also told a meeting of the Israeli Cabinet that, if necessary, he would be prepared to authorize a substantially broader operation, though he did not indicate whether the 75,000 Israeli soldiers put on reserve would be used in a future ground operation or not. Egypt, whose leaders have been working with the U.S., Hamas leaders, the Arab League (which has convened an emergency meeting), Turkey's Prime Minister Recep Tayyip Erdoğan, and Russian President Vladimir Putin, has been trying to secure a (lasting) cease-fire, to avoid a repeat of the 2008 war. During his Asia trip, U.S. President Barack Obama reiterated that Israel had a right to use any means possible to keep its citizens safe from external attacks.
"The Daily Telegraph" publishes WikiLeaks cables stating that the United States provided Russia with the United Kingdom's serial numbers of every Trident missile, which are manufactured and maintained in the U.S. and supplied to Britain, in return for the Russians signing the "New START" treaty.
