Four European nations (the United Kingdom, France, Germany and Portugal) circulate a draft United Nations Security Council resolution condemning the Government of Syria for its recent crackdown on protesters.
The United Nations Security Council has resoundingly rejected a United States bid to extend a global arms embargo on Iran. In a Security Council vote, United States only got support from the Dominican Republic for its resolution to indefinitely extend the arms embargo on Iran, leaving it far short of the minimum nine "yes" votes required for adoption. Eleven members on the 15-member body, including France, Germany and the United Kingdom, abstained while Russia and China opposed extending the ban but did not need to use their vetoes.
Moody's Investors Service downgrades the credit ratings of several European Union members including Italy, Malta, Portugal, Slovakia, Slovenia and Spain and issues a negative outlook for the ratings of Austria, France and the United Kingdom.
The UN Security Council fails to agree a statement to condemn the killing of Syrian protesters, as Russia and China block a statement proposed by Britain, France, Germany and Portugal that would have condemned the violence, which has led to hundreds of dead, and backed calls for an independent investigation.
