Istanbul police announce that, on Wednesday, they arrested an Afghan man who served as a close aide to former ISIL leader Abu Bakr al-Baghdadi and who had helped him hide in Syria's Idlib Governorate after the group lost its territory in 2019. The man lived in the Ataşehir district on the Asian side of the city.

The Syrian Army, backed by Russian Air Force support, enters the largely deserted city of Ma'arrat al-Nu'man in the northern Idlib Governorate. Only light resistance is reported as most rebel groups, including Hayat Tahrir al-Sham, withdrew their fighters. The city had been under rebel control since October 2012.

The human rights group, Physicians for Human Rights, accuses Russia and the Syrian government of mounting the "worst string of attacks" on hospitals in Syria since April despite an agreement on "de-escalation" zones, saying it believes either Russian or Syrian government jets were behind at least five air raids on three hospitals in September in rebel-held Idlib province.
