The United Nations appeals for $4.4 billion of aid for refugees, the largest such request in the UN's history.
A meeting is held in Lima attended by representatives from Colombia, Peru, Ecuador, and Brazil, to develop requests for aid in regards to Venezuelan immigrants, which will be sent to organisations including the United Nations and International Red Cross. Yesterday, there was a similar meeting in Bogotá. A larger meeting has been set-up to be held in Quito in early September, to be attended by representatives from 14 countries and 10 international organisations.
Thousands of civilians escape to government- and Kurdish-controlled districts of the city following the recent conquests. The United Nations estimates more than 250,000 civilians may still be stuck in rebel-held parts of the city.
United Nations observers leave the country as their mandate expires. The total number of casualties over the previous weekend is now estimated at more than 100 deaths. The UN envoy describes the conflict as a civil war. Russia says only the UN should decide on force against Syria. The U.S. claims it has "contingency plans" and threatens to change its "calculus" if it finds Syria moving or using chemical or biological weapons. Fighting continues.
