The United States military reports a drone attack killed ISIL rocket expert Jasim Khadijah. The unmanned airstrike also killed other IS militants and destroyed at least one makeshift drone. Khadijah, a former Iraqi officer, is believed responsible for the March attack that killed a U.S. Marine in northern Iraq.
The Syrian Observatory for Human Rights says Syrian rebels have seized control of the al-Tanf border crossing on the Iraq–Syria border from ISIL militants. The rebel fighters who took the crossing reportedly entered Syria through Jordan.
Jordan says an overnight raid on an ISIL cell in the city of Irbid has left seven militants and one security officer dead, with five others injured. Those killed were planning to blow up civilian and military targets in the country, according to the General Intelligence Directorate (GID).

U.S. Defense Secretary Ashton B. Carter said, in testimony before the House Armed Services Committee, the Obama Administration is preparing to establish a new Special Operations task force of about 200 service members in Iraq to intensify pressure on Islamic State commanders and expand U.S. troops’ direct involvement in battling the militant group. There are now about 3,500 U.S. troops in Iraq, including some Special Operations forces who are advising Iraqi forces in northern and central Iraq.
Kurdish forces, backed by U.S. airstrikes, capture several villages in an offensive to retake the Iraqi town of Sinjar from Islamic State militants, who overran it more than a year ago. The operation aims to cordon off the town, take control of Islamic State supply routes, and establish a buffer zone to protect the town from artillery, according to the Kurdish national security council.
