Downtown Houston has collected about 3.5 in of rain with 7 in recorded in some areas. Nearly 9 in was tallied in First Colony early this morning. The National Hurricane Center predicts up to 30 in of rain and isolated totals as high as 40 in by the time the storm leaves.
