In the United Kingdom, the Court of Appeal rules that 20-year-old British-born Shamima Begum, who left the country to join ISIL in 2015, can return to the UK to fight for her citizenship after the Home Office revoked it while she was living in a refugee camp in Syria, due to her joining a terrorist group. The Home Office says the court's decision is "very disappointing" and that it would apply for permission to appeal.
Israel Defense Forces extract 98 White Helmets and 324 others from recently recaptured southwestern Syrian territory into Jordan, at the request of Canada and the United States. Canada, the United Kingdom and Germany offer refuge to some of them. Two other groups intended for rescue, comprising about 800 people, do not escape.
"The Sun" reports that the CIA informed UK intelligence agencies that British-born ISIL activist and recruiter Sally Jones was killed in a U.S. drone strike in June along with her 12-year-old son while they were fleeing Raqqa in Syria.

British Prime Minister David Cameron, in a speech to the House of Commons says that Islamic extremists have already threatened citizens of the United Kingdom and UK military airstrikes against ISIL in Syria will serve only to make the UK safer. Cameron also says that the UK cannot outsource its security and must stand by France in the wake of the November 2015 Paris attacks.
Canada's Department of Foreign Affairs says it's aware of reports that a Canadian national, John Robert Gallagher, has died while fighting in Syria. According to the Syrian Observatory for Human Rights, John Robert Gallagher was killed while fighting alongside the Syrian Democratic Forces against Islamic State militants in the northeast Al-Hasakah Governorate.
