Prime Minister Yoshihide Suga declares a third state of emergency for Hyogo, Osaka, Kyoto, and Tokyo, including new measures that would reduce the operation of public transportation, close establishments that serve alcohol as well as commercial facilities such as theme parks and department stores, and ban spectators at large sporting events.
