Lithuania begins construction on a $48 million fence along its border with neighboring Belarus. A week prior, Lithuania had declared a state of emergency due to an increase in the number of undocumented migrants crossing into the country from Belarus, accusing Belarusian President Alexander Lukashenko of deliberately trying to destabilize the country by encouraging and allowing refugees, mostly Syrians, to illegally cross the border.
